Investment financing
Investment financing enables your company to invest in export-related activities in Norway. If you are investing in non-current assets, Eksfin can assist with loans and/or risk mitigation. This also applies to climate-friendly investments with export potential.
About the product
Financing for investments and climate-friendly projects with export potential
Eksfin offers investment financing in cooperation with banks or leasing companies on the same conditions.
Eksfin can offer financing for:
- investments in non-current assets in Norway when the investment is expected to contribute to exports
- investments in non-current assets in Norwegian companies that are not exporters but are sub-suppliers of an export company
- climate-friendly projects that help reduce greenhouse gas emissions and are expected to lead to exports within 5–10 years
Conditions and structure
Eksfin shares the risk with banks or leasing companies on the same terms and conditions.
Eksfin can assume up to 50% of the risk attached to the financing. In special cases, this may be increased up to a limit of 75%.
There is no requirement that the deliveries in the investment project must have Norwegian content. However, the actual investment must be capitalised in a Norwegian company.
We can participate in a variety of financing structures by:
- offering loans where Eksfin bears the credit risk for the company/project
- providing guarantees for loans from another lender with credit risk for the company/project
- offering loans when a bank guarantees the entire loan
Export requirement:
- For investments arranged by operating companies or new production facilities, the export share from the investment is expected to be 50% of the turnover.
- For climate-friendly projects, exporting activities resulting from investments must be expected to start within 5–10 years and an annual export share of at least 30% of the total turnover. The export potential must be visible through a plan, strategy, etc.
Eksfin is unable to finance investments in property or infrastructure that are not related to a production facility. We are also unable to finance production and processing facilities for the oil and gas industry on the Norwegian Continental Shelf.
How much does it cost?
Eksfin charges market interest rates on loans and guarantee premiums. The same applies to fees. Both the pricing of loans and guarantees is set based on the credit risk in each individual case in cooperation with the bank. We place emphasis on debt servicing capacity, security, the buyer’s business model and financial position in general.

What constitutes a ‘climate-friendly investment’?
The investment must comply with the principles of the EU Taxonomy with emphasis on limiting climate change. Projects that fall outside the EU Taxonomy must qualify as ‘green’ based on Eksfin’s policy for categorising green transactions.
How to apply?
The bank or leasing company sends the investment financing application to Eksfin. The bank can apply for investment financing here.
Which industries can get the financing?
Investment financing is available to exporters and their sub-suppliers in all export industries. The export may be overdue if the investment is climate friendly in accordance with the principles of the EU Taxonomy with emphasis on environmental objective 1 (climate change mitigation). Eksfin has limits in relation to financing property.
Sustainability
Eksfin will assess the risk in relation to the environment and social conditions at the time of investment and during the operational phase. The assessment will include both the actual investment and the supplier chain. Learn more about our work on sustainability.
